Trade Liberalization

Over the past decade, SADC Member States have achieved significant reductions in tariff barriers within the region. By 2012, essentially all intra-SADC trade will be duty free. Moving forward, in addition to consolidating the gains of the FTA, SADC is embarked on an increasingly ambitious agenda which includes the establishment of the Tripartite FTA, a SADC Customs Union and eventually a SADC Common Market. SATH advisors will work to support SADC across these initiatives.

We will be working specifically in three sub-areas:

  1. Effective Implementation of the FTA
  2. Successful Implementation of the Tripartite Summit Agreement
  3. Increased Capacity of Member States to Engage in Trade Negotiations and Implement Trade Agreements
     

Knowledge is Power: Trade Data Training in Lesotho

In September, the Trade Hub conducted a Trade Data Analysis Training in Maseru, Lesotho to train technical staff at Lesotho's Ministry of Trade, Industry, Cooperatives and Marketing (MTCIM) and other relevant stakeholders working on trade issues. The two-day training was designed to enable participants to analyze trade policy issues and trade data, enhancing country trade negotiations.

The ability to conduct high quality analysis of trade data is essential for trade and for industrial policy making. Countries must know precisely what they are exporting and importing.

Government officials must know where to obtain trade data, how to analyze it and how to formulate policy recommendations based on this data. Similarly, sound international marketing strategies by the business sector are based on qualified analysis and assessment of trade data.

Tanzanians Trained to Analyze Trade Data

From July 16-17, SATH conducted a trade data analysis workshop for government officials in Dar es Salaam, Tanzania. The workshop provided participants with skills in obtaining and analyzing trade and tariff data. In the course of the training, a Tanzania Trade Snapshot was developed which provides detailed information about the structure and patters of Tanzania's external trade and tariffs. Tanzania is a member of the Southern African Development Community (SADC), which is progressing towards a full free trade area (FTA), and is also participating in negotiations towards a Tripartite FTA with the East African Community (EAC) and Common Market of Eastern and Southern Africa (COMESA). These skills will allow Tanzania to analyze policy decisions related to the SADC FTA and Tripartite.

Trade Hub Presents Sixth Audit of the Implementation of the SADC Protocol on Trade

This year's Audit was comprehensive covering tariff phase downs, Rules of Origin (ROO), progress on accessions, customs instruments, non-tariff barriers (NTBs), quantitative restrictions, the impact of the Free Trade Area (FTA), progress on competition policy, intellectual property rights, trade development, cross border investment, trade in services and additionally, the impact of SADC sugar arrangements.

2012 Trade Audit Underway

SADCC-LogoIn March, SATH launched desk research and country missions towards the 2012 Audit of the Implementation of the SADC Protocol on Trade. For the 2012 Audit – the sixth of its kind – the SADC Secretariat requested SATH to carry out a comprehensive Audit, as this year marks the final year of tariff phase downs and final assessment by SATH.

Trade Hub Discusses African Growth and Opportunity Act and Rules of Origin in Swaziland

agoa-1From March 12-13, SATH presented on the African Growth and Opportunity Act (AGOA) and Rules of Origin (ROO) during a workshop organized by the Swaziland Investment Promotion Authority (SIPA). The first day, focusing on AGOA, drew 26 companies and 14 officials from the United States Government (USG), SIPA, Swaziland Government departments and the media.

Trade Hub Supports Expansion of Electronic Single Window in Southern Africa

hh5A Single Window is a crucial instrument for eliminating inefficiency and ineffectiveness in business and government procedures and document requirements along the international supply chain, reducing trade transaction costs, as well as improving border control, compliance and security. To support Botswana's commitment to improving its Doing Business ranking, SATH arranged for a team from Mozambique to share its experience in implementing an Single Electronic Window at its borders with private sector and government stakeholders. As a result, the Botswana Commissioner of Customs and Excise, on behalf of all stakeholders, confirmed that Botswana will now move forward with the development and implementation of the Single Electronic Window.
