In Southern Africa, trade costs as high as double the global average significantly constrain trade-based growth, limit product diversification, and increase the price of goods, in-cluding food. To reduce the time and costs of importing and exporting, the Trade Hub promotes modern trade facilitation tools including:

National Single Window (NSW) connects trade-related stakeholders within a country via a single electronic data information exchange platform. Trade Hub efforts to pro-mote NSWs have paid off in Malawi where a cabinet memo-randum to implement NSW was adopted in February 2014 and laws are now being reviewed to facilitate implementa-tion. In Botswana, NSW was adopted through a Presidential Directive in January 2015. In both countries, the Trade Hub is now supporting the development of a communications strategy in support of NSW promotion. In Namibia, a NSW Steering Committee has been convened to approve budget-ary strategy, define and realize benefits, and monitor over-arching project risk, quality, and schedule. The Trade Hub is providing technical support and review of Namibia’s legal framework to pave the way for NSW implementation.

The WTO Agreement on Trade Facilitation: In September 2015 the Trade Hub delivered a “Comprehensive Trade Fa-cilitation Programme” for SADC featuring 27 consolidated activities clustered around the four pillars of transparency, predictability, simplification, and cooperation. The program will allow SADC and its cooperating partners to identify where donor assistance will best benefit efforts to comply with the WTO Agreement on Trade Facilitation.

Development of a Trade Repository in Namibia: In July 2015 the Trade Hub launched a Trade Repository in Namibia to serve as a consolidated resource for importers and ex-porters to obtain all information required to comply with regulatory obligations in multiple trade-related agencies. 

Coordinated Border Management (CBM): The Trade Hub supported CBM implementation – which promotes integra-tion and cooperation among border agencies to avoid dupli-cation, repetition, and delays – in Malawi, Zambia, and Mozambique to reduce the time and cost of trade.
